DeepSeek tool calls reach the workspace again

DeepSeek chats could generate a valid tool call and still receive a tool-not-loaded error. Text-formatted calls now keep the offered-tool checks through conversion.

User impact: Targeted change

For DeepSeek chats using tools: valid text-formatted calls no longer fail because request conversion discarded their offered-tool list. Retry the request in the existing chat. Permissions still apply.

DeepSeek uses a text format for tool calls on this route. Converting the request too early removed the list used to check which tools the model could call. The model could ask to run a command and receive an error even when the tool was available.

DeepSeekWorkspace tools
Tool calls keep their offered-tool checks through text conversion.

The request now keeps its tool list until those checks finish. Offered calls can execute, and deferred tools can be loaded for the next round. Permission checks still apply. This fixes the dispatch error; it does not guarantee that a model will choose or format every call correctly. Retry your request in the existing chat. No settings change is needed.
